in such trade or business, the amount of such stock he expects
to keep as aforesaid. Any person required by this section to
take out a license, who shall sell or offer for sale any intoxica-
ting liquors without first having procured such license, and any
person who shall violate any or the provisions of this section
as to the manner or quantity in which he shall sell or offer for
sale such liquors, whether he shall be required to take out a
license or not, shall be deemed guilty of a misdemeanor, and
upon conviction thereof, shall be fined not less than two hun-
dred and fifty dollars, nor more than five hundred dollars, in
the discretion of the court; no license under this section shall
be issued for a longer period than one year, if issued for a
shorter period, the licensee shall pay for every month for
which his license is to run, one-twelfth of the annual charge
for such license, and all such licenses shall expire on the first
day of May succeeding their issue; the whole of the money re-
ceived by the clerk of the Court of Common Pleas for the
licenses aforesaid shall be paid over quarterly by said clerk
of the Court of Common Pleas to the State, as now provided by
law, and when so paid over the Comptroller of the Treasury
shall draw his warrant upon the Treasurer in favor of the
Mayor and City Council of Baltimore for three-fourths thereof,
to be applied to the general use of said city.

SEC. 2. And be it further enacted, That this Act shall take
effect from and after the expiration of the thirtieth day of
April, in the year nineteen hundred and eight, it being the
intention thereof that, until said time, sections 672, 678, 679
and 688 of article 4, entitled "City of Baltimore," of the Code
of Public Local Laws of Maryland, sub-title "Liquors and
Intoxicating Drinks," shall continue in force as at present.

SEC. 3. And be it further enacted, That all suits, actions or
proceedings, both civil and criminal, pending, or which may
be hereafter instituted for cause of action existing, or offenses
already committed at the time that this Act takes effect under
the provisions of the sections of article 4, title "City of Balti-
more," of the Code of Public Local Laws of Maryland, amended
by this Act, shall not be affected by this Act, but shall be insti-
tuted, proceeded with and prosecuted to final determination
and judgment as if this Act has not passed.
