516 LAWS OF MARYLAND.

Commission according to what is known as the decimal
plan; provided, that the expense of each number plate re-
quired to be furnished as aforesaid shall not exceed the sum
of twenty-five cents, the expense to be paid by the owner or
occupier of the premises; and any owner or occupier shall
have the privilege of replacing any number plate so furnished
with another, provided the same number be retained.

403. Any person who shall refuse to permit the number
plate so placed on his premises by the Highways Commis-
sion to be and remain thereon, or who shall alter, deface or
remove such number plate, except as provided in the preceding
section, shall forfeit and pay a fine of ten dollars for every
such offense, to be recovered as other fines are directed to be
recovered by law.

404. The Highways Commission shall have full power and
authority to grade, regulate and keep in repair the foot-
ways or sidewalks of all open and traveled streets, avenues
and alleys in Baltimore county according to and in confor-
mity with such rules and regulations as are recognized in and
provided for in article 4 of the Code of Public Laws, title
"City of Baltimore, " and the ordinances of the Mayor and
City Council of Baltimore, passed in conformity therewith, for
the construction, grading and keeping repair of footways or
sidewalks in the city of Baltimore.

405. The Highways Commission is hereby authorized and
directed, in all cases where the owner of ground fronting
on any of the streets, avenues or alleys in Baltimore county
cannot be found at the time when footways or sidewalks of
said streets, avenues or alleys are out of order, to cause to
be published in one or more newspapers published in Balti-
more county, once a week for three successive weeks, and in
one or more newspapers published in Baltimore city, once a
week for three successive weeks, that the footways or side-
walks in front of the ground or premises referred to and speci-
fied in said advertisements are out of order or in want of
repair, and to cause to be published a notice of their inten-
tions, or by persona] service of said notice on the owner, to have
said footways or sidewalks paved, repaved or repaired, as the
case may be; and in case said footways or sidewalks in front
of said grounds or premises as set out in said notice shall not
be paved, repaved or repaired within the time specified in said
notice published as aforesaid, the said Highways Commissioners
shall appoint one examiner or three examiners, as the case
may be, to take charge of and have said footways or sidewalks
paved or repaired; but the said examiner or examiners, be-
fore proceeding so to do, shall make an estimate of the
