determined by it whether to grant the same or not, provided
notice of such petition shall be given by publication in two
weekly newspapers published in Baltimore county, and the
taxpayers of the districts be given an opportunity to be heard,
and if granted, the Commission shall determine what special
rate, not greater than ten cents on the one hundred dollars of
property in the district, shall be allowed, and report their
determination to the County Commissioners, with demand that
the same be levied as a special road tax for such district, and
it shall thereupon become the duty of said County Commission-
ers to levy for and collect such special tax as other taxes, and
when collected, the same shall be used for the exclusive bene-
fit of the roads and bridges of the election district from which
collected. When there shall not be sufficient money in the
county. treasury, set apart as a general road and bridge fund,
'to meet the demand for any emergency, the Highways Com-
mission shall have the power to borrow money not exceeding
twenty thousand dollars in one year, on the credit of the
county, to be paid out of road money provided by the next suc-
ceeding levy. All sums so levied for road purposes and all sums
otherwise collectible for such purposes, under the provisions of
this or other Acts, shall be collected or received by the treasurer
of Baltimore county, and by him placed to the credit of the
Highways Commission of Baltimore county, and paid out on
the order of said Commission as herein provided, and shall not
be paid out by him for any other purpose.

348. All bills or claims on account of the roads and bridges
of the county, after having received the endoresment of the
Roads Engineer, as hereinbefore provided, shall be passed upon
by the Commission at a regular or adjourned meeting, and no
such claim involving the expenditure of more than one hundred
dollars, and no contract or agreement involving a larger ex-
penditure from the road moneys of the county, and no appro-
priation of money from the general road and bridge fund for
any purpose, shall be allowed or made, except by a majority
vote of all the members of the Commission; all claims allowed
and passed as above provided, shall be marked approved by the
president and secretary of the Commission, and when so ap-
proved an order for the amount of the same shall be drawn on
the County Treasurer, who shall pay said amount out of the
road funds placed to the credit of the Highways Commission,
as provided in the next preceding section of this sub-title, and
charge said amount to the account of the Commission.

349. Said Commission shall not expend or contract to expend
in any one year, more money than shall have been provided by
levy or otherwise for road and bridge expenses during such year,
