344. The Governor of the State of Maryland shall, after
the passage of this Act, appoint as Baltimore Roads Engineer a
man having the degree of Civil Engineer and experienced in
bridge and road building, who shall hold office until removed
by the Governor or his successors, for such good cause as he
shall deem sufficient.

345. The Baltimore County Roads Engineer shall inspect
the roads and bridges in each district as often as may be neces-
sary to thoroughly familiarize himself with the condition and
requirements of the county generally, and recommend to the
road supervisors of the respective districts and to the High-
ways Commission such repairs and improvements as he may
think advisable; he shall make such general or special exami-
nation of any road or bridge as may be required by the Commis-
sion, and he shall also submit plans and specifications and
make estimates for the repairs or improvement of any particu-
lar road or bridge when called upon by the Highways Commis-
sion, and shall inspect and report on all material to be used on
the roads and bridges, and supervise, as far as practicable, the
work done thereon, and see that all contracts with reference
thereto are faithfully executed; he shall submit to the road
supervisors of the respective districts a comprehensive plan
for the maintenance of the roads, and shall, when requested
by the roads supervisors in any district, or by the Highways
Commission, give instructions to the foreman or other person
in charge of such repairs as to the places most in need of
repairs, and the manner in which the work shall be performed,
and shall assist the road supervisors and Highways Commis-
sion in any other manner they may require; he shall have full
power to suspend work being done under contract, if the same
is not, in his judgment, being done in accordance with the terms
of the contract, his action in this respect to be forthwith
reported to the Commission; whenever work of construction
or repair on bridges or roads is done by contract, no payment
called for by such contract shall be made except upon the
written. certificate of such engineer that such work has been
done in conformity with such contract; all bills for labor and
material furnished for or on any road or bridge in the county
shall be presented to the Roads Engineer for his inspection,
examination and endorsement before being presented to the
Highways Commission for payment; and the Baltimore County
Roads Engineer shall annually, on or before the first day of
February in each year, make a written report to the Highways
Commission of Baltimore County, and to the Maryland Geo-
logical Survey, covering the following points: The condition
