enforced, and to assist the sanitary officer of his district to
enforce faithfully and strictly all laws, rules and orders that
now exist or which, may hereafter be passed or issued for the
purpose of maintaining and preserving the public health; and
to arrest all offenders against the laws of the State, and to
take such, offenders to the nearest justice of the peace for said
county; and for any neglect or violation of the provisions of
this section by any officer of the force, said marshal shall sus-
pend such officer and report his action in the case, with the
charges preferred in writing against such officers to the County
Commissioners at their next meeting, for their investigation
and final action.
292. The pay of each footman shall not be less than two
dollars per day, and the pay of the marshal and. four chiefs of
divisions, who shall be mounted, and who shall each furnish his
own horse, trappings, equipments and forage for said horse,
shall be three dollars per day; all payrolls to be made out
monthly, and certified as required by the County Commis-
sioners.
293. The County Commissioners shall levy annually a suffi-
cient sum, not exceeding twenty-seven thousand five hundred
dollars, upon the taxable property in "Baltimore County" to
pay said policemen, and for such other necessary and proper
expenses as in their judgment may be required to promote the
efficiency, discipline and usefulness of such police force.
294. The County Commissioners are authorized to make
such regulations as may be necessary and proper for the keep-
ing of the station houses which they are or may hereafter be
authorized to rent or erect, for the detention of persons therein
and for their removal to the county jail.
295. The County Commissioners shall appoint a police
officer for the village of Towsontown, the pay and duties of
said police officer be the same as the pay and duties of other
members of the police force of the county.
296. All primary elections hereafter to be held by any vol-
untary political association or party in Baltimore county for
delegates to any managing convention, to any nominating
convention or for the nomination of candidates for State or
county offices shall be held under the terms and subject to
the provisions of this article.
297. The words primary elections as used in this Act shall
be construed to embrace all elections, precinct meetings or
other meetings held by any political party for the purpose of
choosing candidates for office or of electing delegates to nomi-
nating conventions or officers of any political party.
