372 LAWS OF MARYLAND.

County School Commissioners of Anne Arundel county to
borrow money on the credit of said county, for the purpose
of paying for said lot and of erecting and furnishing said
building.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Phillip T. Stevens, Samuel R. Frazier, Francis D.
Hutchins, Alexander O. Smith, John H. Branzell and James W.
Lee, of Anne Arundel county, Maryland, be and they are hereby
constituted a building committee for the purpose of purchasing
a lot and of erecting on the same, a public free school building
and furnishing the same; four of said committee shall form a
quorum and the concurrence of four of them shall be necessary
for the decision of all questions which may arise in the dis-
charge of their duties, and all vacancies occuring in said build-
ing committee, whether from death, refusal to act, resignation
or otherwise, shall be filled alternately by the County School
Commissioners of Anne Arundel county.

SEC. 2. And be it enacted, That the said building committee
shall, as speedily as possible, procure and adopt a plan and
specifications for the erection of said public school building, and
as soon as said plan and specifications are determined upon by
them, they shall invite sealed proposals by advertisement for
a reasonable time, for the construction and completion of said
work, which proposals shall be sent in sealed envelopes in care
of the County School Superintendent of Anne Arundel county,
addressed to said committee and shall be publicly opened on the
day and at the place and hour named in the said advertisement j
said proposals shall set forth the amount of money for which
the parties proposing will complete the building according to
specifications and the time or times at which payment therefor
shall be made, and the time when said building will be com-
pleted, and the said building committee shall award the con-
tract to the lowest responsible bidder giving bond to the State
of Maryland, in such penalty as said committee shall determine,
conditioned for the faithful performance of the contract en-
tered into; which bond shall be liable at the suits of the
County Commissioners or the County School Commissioners of
Anne Arundel county for any violation of its conditions, but
any and all such bids may be rejected in the discretion of said
building committee. The said building committee is hereby
authorized and required to employ a skilled and competent
architect, under whose supervision, as to material and work-
manship, such building shall be erected; and said building
committee shall also, in like manner, determine upon the
proper furnishing of the rooms of said school building, and
shall, at such times as it may deem proper, advertise for such
