32F. Each county in which a State highway, or any section-
thereof, lies, shall at its own expense keep such highway suffi-
ciently clear of snow and of other obstructions except ice, to be
reasonably safe for travel. The county shall have police jur-
isdiction of and for all State highways within its limits, and
shall forthwith give notice in writing to the State Roads Com-
mission of any defect or want of repair in such highway or
highways.

32G. The commission herein provided for is authorized in its
discretion to call upon the State Geological and Economic Sur-
vey Commission for such plats, surveys and information as it
may desire, and may also, with the consent of the Maryland
Geological and Economic Survey, turn over to said survey the
work of awarding any contracts for work under this Act to-
gether with the supervision if such work under such contracts
so awarded by said Maryland Geological and Economic Survey,
or the State Road Commission may authorize said State Geo-
logical and Economic Survey, with the consent of said survey,
in accordance with the powers already in it vested, to itself
perform any work determined upon by said commission, with-
out an award of a contract for the same to a contractor, if
in the judgement of the commission such work will be so done
better or more advantageously to the State; and the commis-
sion herein provided for is authorized to reimburse the State-
Geological and Economic Survey Commission for any and all
expense it may be put to and for any and all work done upon
such terms as said two commissions may agree to be right and
proper in the premises.

32H. The general system of public roads hereinbefore pro-
vided for in this Act shall be completed as soon as may be feasi-
ble by the said commission, "the time for the completion thereof
not to exceed, however, seven years from 1st day of July, 1908;
and the aggregate and total expenditures of the said commis-
sion for said purposes shall not exceed the sum of five million
dollars ($5, 000, 000) of which sum not more than one million-
dollars (|1, 000, 000) shall be expended in any one year, account-
ing from said 1st day of July, 1908. And for the purpose of
providing for said expenditures for the establishment, con-
struction, improvement and maintenance of said general system
of public roads mentioned in this Act, a loan is hereby created,
to be called "The State Roads Loan, " to the amount of five
million dollars; the said loan shall bear date as follows; five
hundred thousand dollars, to be known as series "A, " August
1, 1908; one million dollars, to be known as series "B, " Febru-
ary 1, 1909; one million dollars, to be known as series "C, "
February 1, 1910; one million dollars, to be known as series
