known place of abode or business, or by mailing to the post-
office nearest thereto. Such warning may be given by any offi-
cer or non-commissioned officer. The officer or non-commis-
sioned officer giving such notice or warning shall, if required,
make a return thereof containing the names of the person
warned, and the time, place and manner of warning, if required
by the officer issuing the order;. such return may be verified by
his oath, which may be administered by any commanding officer.
Such verified returns shall be as good evidence on the trial of
any person returned as a delinquent of the facts therein stated
as if such officer or non-commissioned officer had testified to
the same before the delinquency court on such trial. Every
commanding officer shall make the like return, on honor and
with like effect, of every delinquency or neglect of duty of his
officers or non-commissioned officers, and also of every enlisted
man who shall refuse or neglect to perform such military duty
as may be required.

SEC. 68. The system of discipline and exercises of the National
Guard of this State shall conform generally for the land forces
to that of the United States Army, and for the Naval Reserves
to that of the United States Navy, as they are now or may here-
after be prescribed by the President and to the provisions of
the laws of the United States, except as otherwise provided
in this chapter.

SEC. 69. The military courts of this State shall be:

1. General Courts-Martial.

2. Regimental Courts-Martial.

3. Summary Courts.

4. Courts of Inquiry.

5. Delinquency Courts, which are of two kinds: (1)
for officers, (2) for enlisted men.

The constitution and jurisdiction of courts-martial: The
form and manner in which the proceedings of military courts
shall be conducted and recorded, and the forms of oaths and
affirmations taken in the administration of military law by
such courts; the limits of punishment of officers and enlisted
men when on duty, as provided in Section 13 of this Article,
and the proceedings in revision shall be governed by the
Articles of War and the law and proceedings of the Courts-
Martial of the United States.

SEC. 70. No action or proceeding shall be prosecuted or main-
tained against a member of a military court or officer or person
acting under its authority, or reviewing its proceedings on
account of the approval or imposition or execution of any sen-
tence, or the imposition or collection of a fine or penalty, or
