SEC. 17. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 670.
AN ACT to incorporate the Bloomington Water Company.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That George C. Pattison, John H. Miller, H. M. Kemp,
George Warnick, Benton Horshberger, Jacob Stump, Louis B.
Bridor and Edward Devine, all of Garrett county, in the State
of Maryland, be and they are hereby constituted a body cor-
porate and politic, and their associates and successors under
the name and style of the the Bloomington Water Company,
and by that name shall be known in law, and shall have per-
petual succession, and have power to sue and be sued, plead
and to be impleaded, defend and be defended in all courts,
.whether in law or in equity; make and have a common seal,
and shall have, enjoy and exercise all the rights, powers and
privileges pertaining to corporate bodies and necessary for
the purpose of this Act, and make by laws, rules and regula-
tions consistent with the existing laws of the State of Mary-
land, for the government of all under its authority, the manage-
ment of its estate and properties, and the due and orderly con-
duct of its affairs.
SEC. 2. And be it enacted, That the said company is author-
ized and empowered to purchase, lease, hold and possess such
lands, water rights, powers and privileges, tenements, goods
and chattels as may be necessary for collecting streams of
water, elevating, preserving, purifying, using and distributing
the same as a means of abundantly supplying with water the
public and private houses, streets, squares, lanes and alleys
and other places, and also for the extinguishing of fires in
the town of Bloomington, Garrett county, Maryland, and also
in the county surrounding said town of Bloomington and in
the adjoining counties of the State of West Virginia; subject,
however, to such regulation and conditions as may be pre-
scribed within the State of West Virginia, and for properly
disposing of said water and such other power as may be nec-
essary to carry into effect the purposes of this Act, to fix,
charge, collect and receive rates and tolls therefor; and may
locate, acquire, construct, equip, maintain and operate all nec-
essary plants and pipes for carrying and developing, dis-
tributing and delivering water, including dams, gates, sluices,
tunnels, stations and other buildings, and said company shall
