proper and to the best interest of the town, using therefor
whatever instruments, materials or means and having said
work done and improvements made in whatever manner that
to the Mayor and Council may seem best, and paying for the
same from the proceeds of sale of said bonds, and for the pur-
pose of carrying out the intentions of this Act, the Mayor and
Council are authorized and empowered, in their discretion, to
employ and compensate from the funds derived from the sale
of said bonds a competent engineer, to plan, oversee and direct
the said street improvements, and likewise to employ such
other agents, servants or laborers as to them may seem proper
and necessary for carrying on the said improvements, and
further, to purchase and pay for such materials as may be
necessary for said improvements, and to purchase and pay for
or to hire or rent such tools, implements or machienry as to
them may seem necessary or proper for making the said im-
provements or changes in said streets, and likewise to do any
and all other acts and things that may be necessary for carry-
ing out the provisions of this Act, and to pay the costs and
expenses of the same from the proceeds of sale of said bonds.
SEC. 6. And be it enacted, That for the purpose of redeeming
the said bonds at maturity and for securing the prompt pay-
meat of the interest thereon, if the vote at said election shall
show a majority in favor of the issue of said bonds, the Mayor
and Council of Pocomoke City are hereby authorized and em-
powered and directed to levy annually on the taxable property
of the said town such sums of money as shall be in their judg-
ment necessary for the prompt payment of the interest on
said bonds and the principal thereof when the same shall be-
come due, and the yearly surplus of said special levy, after
paying the interest on said bonds, shall be invested by the
Mayor and Council in some safe security or securities as a
sinking fund, which shall not be diverted from that purpose.
SEC. 7. And be it enacted, That in event the said bonds shall
be issued, the town treasurer shall register the names of the
purchasers in a separate book to be kept for that purpose, and
in said book he shall register such transfers or assignments of
said bonds as he shall be requested to register by subsequent
purchases.
SEC. 8. And be it enacted, That the Mayor and Council of
Pocomoke City are authorized and empowered to fix by ordi-
nance the day and date upon which the special election men-
tioned in section one of this Act shall be held, and by ordi-
nance to provide for all other details of said election which
are not regulated by this Act, and said Mayor and Council may
