'succinct and detailed statement thereof, which shall be posted
in some public place in said town, but before the said treasurer
acts as such he shall give bond for such amount as the Commis-
sioners shall prescribe for the faithful performance of his duties
as treasurer.
SEC. 11. And be it enacted, That the said Commissioners
shall appoint a bailiff of said town (who may be allowed to
hold office of collector of taxes) and to prescribe his duties;
and the bailiff shall enforce the town ordinances, and in the
execution of his duties as bailiff shall have all and the same
powers as a constable in criminal cases, and he shall possess the
fees of a constable and such other compensation as the Com-
missioners think proper.
SEC. 12. And be it enacted, That the said Commissioners may
pass ordinances to preserve the health of the people in said
town, ordering the cleaning of privies, sinks or other places of
deposit for refuse and unwholesome matter; to prevent and re-
move nuisances, regulate or restrain the running at large of
horses, cattle, swine, geese, ducks or chickens within the limits
of said town; to prohibit the firing of guns or pistols, or shoot-
ing of fireworks within said town; to prohibit and disperse the
tumultuous meetings of idle, dissolute or drunken persons; to
provide and regulate the conduct of minors on the streets of
said town and of time minors shall be allowed on streets after
sundown; to provide for a tax on dogs of said town; to pro-
vide for working, mending, widening of streets; to provide for
suppression of vice and immorality, and generally to provide
for the regulation of good government and improvement of said
town, and may enforce the observances thereof under such
penalties, fines and forfeitures as they shall deem proper, not
exceeding ten dollars for any one offense, and all such fines,
penalties and forfeitures may be recovered before a justice of
the peace of Wicomico county, and in default of payment of
such fines or penalties and costs the offender may be com-
mitted to the jail of Wicomico county.
SEC. 13. And be it enacted. That all male inhabitants of said
town between the ages of twenty-one and sixty (ministers of
the Gospel excepted), shall work on the streets of said town
two days in each year or send a substitute to do the work of
the required age of working the streets, and where the streets
shall need repair the bailiff (or other person appointed by the
Commissioners) shall give two days' notice of the time and
place of work, and any person failing to do the work, or to send
the substitute, shall pay one dollar for each day so neglected,
for the use of the Commissioners of said town.
