as may be required for the service of the United States and
for the service of the State of Maryland, as necessity or emer-
gency may demand in the event of war, and for extra expenses
of the Adjutant General's office connected therewith, and for
the pay of officers and men in accordance with the militia laws
of the State of Maryland, as the same may be necessary for
the purposes set forth in this Act.
SEC. 2. And be it enacted, That the said sum of two

hundred thousand dollars, or so much thereof as may be
necessary for the purposes set forth in this Act, shall be dis-
tributed and applied on warrant of the Adjutant General,
under and by direction of the Governor and Commander-in-
chief, as the same may be required for the purposes set forth
in this Act, in the same manner as the sums now appropriated
for the militia known as the "Maryland National Guard," are
distributed and applied under the provisions of the Act of
1896, chapter 89 ; and the Adjutant General shall keep
accounts and make reports, with vouchers, showing all dis-
bursements made of the money, or any part thereof appro-
priated by this Act, as he is now required to do by the pro-
visions of the said Act of 1896, chapter 89, in relation to the
regular annual appropriation for the militia.
SEC. 3. And be it enacted, That in the event of war, and
the Governor should find it necessary to use the appropriation

hereinbefore provided for, and there be not sufficient money in
the State Treasury for the purpose, then the Governor, Comp-
troller and the Treasurer, or a majority of them, be and they
are hereby authorized to contract debts to any amount that
may be necessary for the defense of the State, not exceeding
the amount hereinbefore appropriated.

SEC. 4. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 381.
AN ACT to authorize the Mayor and Council of Hagerstown
to issue bonds to raise a sum of money to erect a plant for
the purpose of supplying Hagerstown with electric light and
power, or either, in the discretion of the said Mayor and
Council.
SECTION 1. And be it enacted by the General Assembly of
Maryland, That the Mayor and Council of Hagerstown is
