or highways ; to cause the sidewalks and gutters along the
public streets and highways to be graded, paved or improved
at the cost of the abutting property or the owner thereof ; to
cause the water courses and drains to be kept in repairs and
clean, or to have the same repaired, cleaned, widened or
deepened whenever necessary, in their judgment, at the cost of
the property through which they pass, or at the cost of the
owners of said property ; to suppress vagrancy ; to prohibit or
restrain the keeping of houses of ill-fame within the corpo-
rate limits, and to provide for the punishment of keepers or
maintainers of such houses; to regulate and provide for issu-
ing licenses and permits for vending wares or merchandise
within the town limits, and for issuing licenses and permits for
hawking or peddling wares or merchandise upon the streets or
highways, or from house to house; to regulate and license
saloons, restaurants, hackney carriages, omnibuses or other
vehicles used in said town for carrying freight or passengers,
provided, that no greater sum than fifteen dollars be charged
for any one permit or license ; to provide penalties for ob-
structing any member or officers of the corporation in the
performance of his duty. They shall have power to codify
all ordinances and by laws which have been or may hereafter
be adopted. And for the purpose of carrying out the aforego-
ing powers and for the preservation of the cleanliness, health,
peace and good order of the community, and to protect the
lives and property of the citizens ; to suppress and abate all
nuisances within the corporate and sanitary limits of said town,
they may pass all ordinances or by-laws they may deem neces-
sary; and to insure the observance of said ordinances or by-
laws they may affix thereto such reasonable tines, not exceed-
ing twenty dollars in any case, as to them may appear right.

SEC. 16. The Burgess and Commissioners shall have power
to compel all turnpike companies, whose roads or any part

thereof lie within the town, to perform all the duties and obli-
gations imposed upon them by their respective charters or laws
of this State upon such parts of said roads as are within the
limits of said town ; they shall also have power to enter into
agreements with said companies in relation to the grading,
paving or repairing of the parts of their respective roads lying
within said town.

SEC. 21. Any justice of the peace, having his office in the
town of Sharpsburg, the Burgees, or in his absence the assist-
ant Burgess, may hear and determine all cases arising under
the ordinances of the corporation, and upon conviction of the
