fear, favor, affection or partiality ; and a copy of said oath or
affirmation, with a certificate of the Burgess or justice, shall
be filed among the records of the corporation. Should any
such officer elect fail to qualify within one month of the date
of notice of his election, the office shall be forthwith filled in
accordance with the provisions of section 6. The Burgess and
Commissioners shall convene at least once a month during each
year.
SEC. 11. At their first regular meeting after each biennial
election, or as soon thereafter as may be convenient, the Bur-

gess, with the advice and consent of the Commissioners, shall
appoint one person as clerk, one person as collector of taxes,
and such other officers as may be provided for the conduct of
municipal officers; and in case of any vacancy or removal of
any officer so appointed, the Burgess shall fill the vacancy for
the unexpired term, with the advice and consent of the Com-
missioners ; either of said officers shall be subject to removal
by a vote of four-fifths of the Commissioners, or by a vote of
three Commissioners, with the approval of the Burgess. The
clerk shall keep minutes of the proceedings of all meetings of
the board, and record all ordinances adopted in a book for that
purpose ; keep all records and documents of the town in his
safe custody ; keep an accurate account of all money received
by him and pay the same to the treasurer ; he shall file all
accounts approved by the board and perform such other duties
as are imposed upon him by the law, the ordinances, or order
of the board ; he shall receive five dollars per year for his
services.
SEC. 12. All property within the taxable limits of Sharps-

burg shall be taxed for municipal purposes, except such prop-
erty as is exempt from taxation under the laws of Maryland,
and the assessment for town purposes shall be same as that for
State and county purposes, and the rate of taxation shall not
exceed fifty cents on every one hundred dollars' worth of assessed
property. The tax collector shall keep an account of all
money collected by him and pay the same to the treasurer,
who shall keep an accurate account of all money received by
him and pay out the same only on the order of the Burgess
and Commissioners ; he shall exhibit his books, vouchers and
accounts to the Burgess and Commissioners whenever they
shall so order. Both tax collector and treasurer shall give
bond to the Burgess and Commissioners, to be approved by
them, for the faithful discharge of their dutiea, in a penalty
doable the amount of the tax levy, and shall receive such com-
