(2) To maintain its cleanliness and health, and to this end.
(a.) That they shall have the same powers as the State
Board of Health of this State, within the corporate limits
of said town, and one-fourth of a mile outside thereof, in
every direction ;
(b.) They may adopt and provide an efficient system of
drainage;
(c.) They shall have full power to regulate privies, specify
the character of boxes and other fixtures for them, and the
mode in which they shall be emptied and their contents
removed, as well as the disposition of said contents, and they
shall prohibit the construction or maintenance of privy-sinks,
cess-pools and other depositories of filth within the corporate
limits;
(d.) They shall provide for the inspection and cleanliness of
all privies, yards and stores;
(e.) They shall regulate the location, inspection and cleansing
of dairies, stables, cow-yards and pens, all factories and other
places of business likely to be or become detrimental to health,
and shall maintain a good sanitary condition in the streets,
public places and buildings;
(f.) They shall provide for the frequent inspection of all
premises by a person or persons to be designed by the Mayor
or Health officer.
(g.) They shall pass such ordinances as they may deem nec-
essary to preserve the health of the town, suppress and remove
all nuisances, prevent the sale of adulterated or decayed food,
and prohibit any and all business within the corporate limits
as shall, in their opinion, injuriously affect the sanitary condi-
tion thereof;
(3.) To establish the grades of the streets, gutters and side-
walks of said town:, fix the width thereof, and describe the
material of which they shall be constructed ; to cause the side-
walks along the public streets to be graded, paved, repaved or
improved at the cost and expense of the owners of the abutting
property, which costs, in case the work is done by, or by order
of the Council, after twenty one days' notice to the owner or
owners of such property, shall be a lien on such abutting prop-
erty and recoverable by action of law, or in the manner pro-
vided by law for the collection of delinquent general taxes of
the town, or delinquent State and county taxes; or compel, by
fines or otherwise, the owners of properties of any such lot or
lots to grade, pave or repave the sidewalks, or set curbs in
