LAWS OF MARYLAND.

posals shall be sent in sealed envelopes addressed to said Mayor
and City Council, and by them shall be publicly opene^
on the day named in said advertisement ; said proposals
shall set fortli the amount of money for which the parties
proposing will construct such works according to the plans and
specifications submitted, and the time or times at wnich pay-
ment therefor shall be made, and the time when said water
works and sewerage system, or water works separately, as the
case may be, will be completed ; and the said Mayor and City
Council may reject any and all bids, or award the contract to
the lowest responsible bidder therefor in their discretion, requir-
ing any accepted bidder to give bond in such penalty as said
Mayor and City Council shall determine, conditioned for the
faithful performance of the contract entered into ; and the said
Mayor and City Council may receive bids and contract in man-
ner aforesaid for water works and a sewerage system separately,
if deemed by them to the advantage of the city to do so, or
they may erect water works without a sewerage system.
SEC. 23. And be it enacted, That if for any reason the Mayor

and City Council shall deem it impracticable to build and erect
water works and a sewerage system for said city, as heretofore
in this Act provided, or should they deem it inadvisable for
the erection and building of said water works and sewerage
system to be undertaken at the expense of said city, the Mayor
and City Council are hereby authorized, in their discretion, to
allow the erection of such works and system, or water works
without a sewerage system, in said city by any person or cor-
poration, and to enter into a contract with such person or cor-
poration for the use by the city of such water works and sewer-
age system or water works alone.

Repeal.

SEC. 24. And be it enacted, That all Acts or parts of Acts
inconsistent with the provisions of this Act be and the same
are hereby repealed.

Effective.

SEC. 25. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 529.
AN ACT to incorporate the " Home Trust Company of Mary-
land."
SECTION 1. And be it enacted by the General Assembly of
Maryland, That Alfred E. Booth, Samuel B. Sexton, Jr.,
George R. Willis, Francis T. Homer and Jacob Klein, and the
