tated, or refuse to act as aforesaid, and there shall remain no
one in being to continue the succession as hereinabove pro-
vided for, the judge or judges of the Circuit Court for Wash-
ington County are hereby authorized to select trustees, who
shall have all the powers herein conferred, both for the control
of the affairs of the said free library and for continuing the
succession of trustees in perpetuiry ; the purpose being by this
means to maintain in perpetuity a complete governing body of
trustees for said "Washington County Free Library." Every
trustee, before proceeding to act, shall qualify by taking the
test oath required by the Constitution and laws of the State
of Maryland, a certificate of which qualification shall be
recorded on the minutes of the proceedings of the board of
trustees.
SEC. 5. And be it further enacted, That the said board of

trustees, and their successors, are hereby authorized and em-
powered to acquire and receive, by purchase, gift, grant, devise
or bequest, any and all property, real, personal or mixed, as
well as books and all objects of art and virtue, and hold the
same in perpetuity for the use of said "Washington County
Free Library;" and to sell, dispose of, invest and re-invest,
any and all property so received by them, as in their judgment
may best serve the interest and welfare of said free library.

Exempt from
taxes.

SEC. 6. And be it further enacted, That the real and per-
sonal estate authorized by this Act to be held by the said "The
Washington County Free Library" for the uses and purposes
herein provided for shall be exempt from all State, county and
municipal taxes forever.

Effective.

SEC. 7. And be it further enacted, That this Act shall take
effect from and after its passage.

AN ACT to amend and perpetuate the charter of the Turn-
verein Vorwaerts of Baltimore.

Preamble.

WHEREAS, "The Turnverein Yorwaerts of Baltimore" was
incorporated on the twenty-eighth day of February, eighteen
hundred and sixty-eight, under the General Laws of Maryland,
which was recorded among the Charter Records of the city of
Baltimore, in Liber G. R. No. 14, folio 69, etc. ; and

WHEREAS, Said corporation has largely increased in mem-
bership and usefulness, and has occasion to enlarge its board of
directors and have its corporate existence perpetuated and its
powers increased ; therefore,
