follows :

SUPERVISORS OF ELECTIONS.
270 B. The Governor shall, on or before the third day of

 

February, in the year eighteen hundred and ninety-eight, and
on or before the same day in every third year thereafter, ap-
point, by and with the advise and consent of the Senate, if, in
session, and if not in session, then the Governor alone shall
appoint in the city of Frederick three persons, who shall con-
stitute and be styled "The Board of Supervisors of Elections
of Frederick City." Said Supervisors shall be residents and
voters in the city of Frederick, and two of them shall always
be selected from the two leading political parties of the State,
one from each of said parties. They shall be men of high
character and integrity, and of recognized business capacity.
Before appointing such Supervisors of Elections, the Governor
shall request the City Executive Committees representing each
of the two leading political parties of the State to designate at
least four eligible candidates for the position of Supervisor of
Elections in said city, and the Governor shall appoint one of
the persons so designated for said city, unless, in his judgment,
all of said persons shall be unfit or incompetent for said posi-
tion, in which case he shall ale a written statement to that
effect with the Secretary of State setting forth such fact, and
the grounds therefor, and thereupon he shall call upon the said
committee for the said city for another list of six names, and
from said list and the original list he shall make the appoint-
ment. Each of said Supervisors of Elections of Frederick
City shall receive the sum of twenty five dollars, as compensa-
tion for his services during his term of office, from the Mayor
and Aldermen of Frederick. These salaries and all other
expenses incurred by them shall be audited by the Board of
Aldermen of said city, who shall pay the same by warrant
drawn upon the proper officer of said city.

270 C. Before entering upon the duties of their office, said
Supervisors of Elections shall each take and subscribe the
oath prescribed in the sixth section of the first Article of the
Constitution, and also an oath to perform faithfully and hon-
estly the duties imposed upon them by law.
