ing their election, and as often thereafter as may be necessary,
in the discharge of the duties of their office, not less, however,
than once every month. A majority of the council shall con-
stitute a quorum for the transaction of business.
SEC. 6. They shall annually, on or before the first Monday

in April, appoint three judges of election, who shall appoint a
clerk, a,nd the said judges shall conduct an election by ballot,
in accordance with the provisions of section 3 of this Act ;
the polls to be opened at one o'clock P. M. and close at six
o'clock P. M.; the judges and clerk shall make their return to
the council, but said judges and clerk shall receive no compen-
sation for their services. Not more than two of said judges of
election shall be of the same political party.

SEC. 7. The Mayor shall appoint one person to be town mar-
shal, one to be health officer, one to be clerk and treasurer, to
hold office until their successors are elected and qualified, and
the council shall fix the compensation of each of said officers
and all subordinates under them, and shall prescribe their
duties except as herein provided. The town marshal shall have
power to appoint, with the approval of the Mayor, such deputy
marshal or marshals as the council may allow, and shall be
held responsible under the Mayor for the enforcement of all
ordinances of the town relating to public safety and order, and
shall perform such other duties as the council may prescribe.
The health officer shall have power to appoint, with the ap-
proval of the Mayor, such assistants and officers under him as
the council may allow, and shall be held responsible under the
Mayor for the enforcement of all ordinances of the town
relating to the public health and sanitary condition of the
town. The clerk shall keep the minutes of the proceedings of
the council in a well bound book, which shall be open to the
inspection of all persons interested therein. He shall collect
and receive the taxes and other moneys due the town and shall
keep and disburse the same in the manner prescribed by the
council, and shall perform such other duties as the council shall
prescribe. The council may allow the town marshal and
deputy marshal, its health officer, his assistants and the clerk
such compensation as they may deem proper.

SEC. 8. The Mayor shall have all the powers of a justice of
the peace in criminal cases where the Town of Garrett Park is
a party, and shall receive the same fees allowed justices of the
peace in similar cases; and an appeal from his judgment, when
the demand or fine exceeds five dollars, may be taken to the
Circuit Court for the county, which shall hear and determine
the matter as upon appeal from justices of the peace.
