CHAPTER 414.
AN ACT to refund to Thomas F. Russell a sum of money
paid f or license to dredge for oysters.

Preamble.

WHEREAS, Thomas F. Rnssell, owner of the schooner Del-
may, of Crisn'eld, Maryland, on the 12th of October, 1897,
procured from the Comptroller's office a license to dredge for
oysters : and

WHEREAS, On the 20th of October, 1897, the said schooner
Delmay was lost in Ridges' Straits, in collision with the schooner
Judy : and

Preamble.

WHEREAS, The said Thomas F. Russell paid for said license
the sum of $141.22, the number of said license being 190 ; and

Preamble.

WHEREAS, He has received no benefit from said license since
the said collision ; therefore,

Appropria-
tion.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Comptroller be and he is hereby directed to
draw his warrant upon the Treasurer in favor of Thomas F.
Russell for the sum of $136.45, being the value of the unex-
pired term for which dredger's license No. 190, issued from the
Comptroller's office, had to run, the same having been lost
as aforesaid ; and the Treasurer be and he is hereby directed to
pay the said sum out of any moneys in the Treasury not other-
wise appropriated.

Effective.

SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 415.
AN ACT to create a new Election District in Allegany county,
to be known and designated as the twenty-sixth Election
District of Allegany Con n ty.
SECTION 1. Be it enacted by the General Assembly of Mary-

the eleventh election district of Allegany county, to be known
and designated as the twenty- sixth election district of Allegany
county, whose metes and bounds shall be as follows : Beginning
at the intersection of Bowery street and the Legislative road,
in the town of Frostburg, and running thence with the centre
of Bowery street to the National turnpike, then with the centre
of said National turnpike westerly to its intersection with the
Garrett county line, and then with said Garrett county line
