offenders and seize such vessel, and bring the
offender or offenders before a justice of the
peace, or a judge of the court having criminal
jurisdiction most convenient or accessible, to be
dealt with as to any violations of the provisions
of this act as hereinafter provided, and as to any
cruelty or brutality to any member of said crew
as it is provided by the criminal law of this
state.
SEC. 9. And be it enacted, That any master or

person in charge of any of said vessels who shall
violate any of the provisions of the preceding
sections of this act, shall be guilty of a misde-
meanor, and upon the trial and conviction
before a justice of the peace or judge of the
court having criminal jurisdiction, shall be fined
not less than fifty dollars nor more than two
hundred dollars, and stand committed until fine
and costs are paid.
SEC. 1.0. And be it enacted, That the commis-
sioners appointed for Baltimore city shall be

required to engage such clerical assistance, as
well as to appoint such number of agents as
shall be necessary for the proper expedition of
the business, of his office, the salaries and
expense of said service to be deducted from the
fees paid said commissioner ; and each commis-
sioner appointed by the governor under this
act shall make a report, under oath, to the gov-
ernor on or about the first day of May in each
and every year, the number of men that have
been shipped and the number of men discharged
by him; the amount of fees received, and the
general condition of the men when shipped and
their condition when discharged.
