	Shall elect.	fications prescribed for voters by the laws of this state, and having resided in said town for twelve months previous to any election, shall, on the first Monday in May next, and every two years thereafter on the same day, at such place as shall be designated by the council, between the hours of twelve o'clock at noon and six- thirty o'clock in the evening, elect one person, at least thirty years of age, mayor of said town, and four persons, not less than twenty-five years of age, who, together with the mayor, shall con- stitute the council ; all of whom shall have re- sided in said town at least three years previous to their election ; they shall receive no pay for
	Proviso.	their services, except the mayor, who shall re- ceive the fees hereinafter allowed ; provided, the place of holding the first election under this charter shall be designated by the present com- missioners for Rockville, who shall also appoint the judges and clerks for said election ; the judges and clerks for all subsequent elections shall be appointed by the council to be elected under this charter. 4. The council shall meet at some convenient place in said town on or before the first Monday
