side of the Baltimore road to a point immedi-
ately opposite to the north-west corner of the
intersection of said Baltimore road with First
street on Dr. C. J. Maddox's land ; thence to
said northwest corner of First street and Balti-
more road ; thence southerly with the western
side of said First street to the city or Viers' mills
road ; thence by a straight line to the north-
east corner of said fair grounds ; thence down
and with the dividing line between said fair
grounds and the lands belonging to the heirs of
the Lawrence A. Dawson to the beginning ;

ter to be elected, shall cause the same to be sur-
veyed, and the boundaries thereof to be estab-
lished, and a plat and certificate of said survey
to be made showing the streets, alleys and lots
of said town, and have a copy thereof recorded
in the office of the clerk of the circuit court for
Montgomery county among the land records of
said county.
3. The citizens of said town having the quali-

fications prescribed for voters by the laws of
this state, and having resided in said town for
twelve months previous to any election, shall,
on the first Monday in May next, and every two
years thereafter on the same day, at such place
as shall be designated by the council, between
the hours of twelve o'clock at noon and six-
thirty o'clock in the evening, elect one person,
at least thirty years of age, mayor of said town,
and four persons, not less than twenty-five years
of age, who, together with the mayor, shall con-
stitute the council ; all of whom shall have re-
sided in said town at least three years previous
to their election ; they shall receive no pay for

ceive the fees hereinafter allowed ; provided, the
place of holding the first election under this
charter shall be designated by the present com-
missioners for Rockville, who shall also appoint
the judges and clerks for said election ; the
judges and clerks for all subsequent elections
shall be appointed by the council to be elected
under this charter.
4. The council shall meet at some convenient
place in said town on or before the first Monday
