SEC. 8. And be it enacted, That the said trus-
tees shall meet at the almshouse of said county

majority of votes of such as may be present
(provided a quorum as hereinbefore provided is
present at such meeting), such rules and by-laws,
or change or amend the same, as they may think
necessary for the direction, government and
support of the almshouse and insane asylum,
and for the maintenance and employment of all
such persons as shall be taken under their care,
and of all vagrants, beggars, vagabonds and
other offenders that shall be committed thereto.
SEC. 9. And be it enacted, That the said trus-

be submitted to the said executive committee at
its monthly meeting, or to the board of trustees
at its quarterly meeting, and shall be considered
by and passed upon by said committee; and if
approved by said committee or a majority there-
of, or by the board of trustees or a majority
thereof, the said trustees shall issue a warrant
upon the treasurer of Cecil county for the amount
of the claim or account so approved, signed by
the president and countersigned by the secretary
of said trustees, and thereupon the treasurer of
the county shall pay the same.
