fine so imposed, they may provide for the im-
prisonment of the offender for a period not ex-
ceeding thirty-days, in the county jail, or until
such fines are paid ; and instead of the forego-
ing penalties it shall be lawful, in the case of
vagrancy, to sentence such person to hard labor
on the public streets not exceeding ten days.
SEC. 20. And be it enacted, That all ordi-

nances and by-laws passed by the council shall
be sent to the mayor for his approval ; he shall re-
turn the same to the next stated or special meet-
ing of the council, with his approval or his dis-
approval, and any ordinance or by-law returned
by the mayor without his approval shall not be-
come a law unless subsequently passed at a regu-
lar meeting by a four-fifths vote of the whole
council, and within sixty days from the time of
the return of the ordinance.
SEC. 21. And be it enacted, That all ordinances

sioners of Salisbury, and now in force, and not
in conflict with the provisions of this act, shall
be valid and remain in force until the same are
repealed, amended or modified by the mayor and
council.
SEC. 22. And be it enacted, That from any

judgment rendered by the police justice in the en-
forcement of the ordinances of the town, an ap-
peal shall lie by the party aggrieved to the circuit
court for Wicomico county, provided the appeal
is taken within thirty days after the rendering
of such judgment; but no appeal shall stay pro-
cess or execution upon judgment, unless good
and sufficient bond be given for payment of fine
and all costs in case judgment be affirmed.
SEC. 23. And be it enacted, That the mayor and

council shall have charge and control of the
lighting of the streets of said town, and shall
have power to contract for lighting the same.

tract with any water company for the use of
water, for use in case of fire, for sprinkling
streets and other public purposes.
SEC. 24. And be it enacted, That 'all property
within the corporate limits of Salisbury, except
judgments and private securities, shall be taxed
for municipal purposes, and the council at their
