LAWS OF MARYLAND.

title "Manufacturers and Miners," providing for a lien upon
land in favor of persons who sink, bore or dig a well upon any
piece of land in Garrett county, said section to follow section
166, and to be numbered 166 A, and to read as follows :

ject to lien.

166 A. Every piece of land in Garrett county upon which
the owner shall dig, bore or sink a well, for the purpose of
procuring water for domestic use, shall be subject to a lien for
the payment of all debts, contracts for work done or materials
furnished for or about the same, in the same manner and to
the same extent that buildings are subject to mechanics' lien
under article 63 of the Code of Public General Laws of
Maryland; and the provisions of said article 63 shall apply, so
far as they are applicable, to the claiming, tiling and enforcing
of liens under this act; and all liens filed or claimed under
this act shall, so far as may be, conform to the provisions of
said article 63, Public General Laws of Maryland.

Effective.

SEC. 2. And be it enacted, That this act shall take effect
from the date of its passage.

Approved April 6th, 1894.

CHAPTER 609.

AN ACT to repeal Sections 402, 403 and 407 of Article 4 of
the Public Local Laws of Maryland, title "City of Balti-
more," sub-title " Health," sub-division " State Board of
Commissioners of Practical Plumbing," and re-enact the
same with amendments.

Repeal.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That sections 402, 403 and 407 of article 4 of the
Public Local Laws of Maryland, title "City of Baltimore,"
sub-title "Health," sub-division "State Board of Commissioners
of Practical Plumbing," be and the same are hereby repealed
and re-enacted with amendments, so as to read as follows:

Incompetent
plumbers.

SEC. 402. It shall not be lawful for any person, firm or cor-
poration engaged in the plumbing business in the city of Balti-
more, to employ as workmen in said business, any persons,
except those qualified to work at the plumbing business, as
provided in section 404 of this article; and no person shall be
qualified to work at the plumbing business unless he has made
