cretion of the court or justice of the peace, instead of impris-
onment in the place provided for in case of offenders generally,
be sentenced to imprisonment, provided the term of imprison-
ment does not extend over minority, in any house of refuge or
like institution within the State, under police regulation, except
the house of reformation, commonly known as the House of
Reformation for Colored Children. And no commitments shall
be made to the house of reformation, except for the reasons
and upon the terms provided in the charter thereof or the
amendments thereto.

SEC. 2. And be it enacted, That this act shall take effect
from the date of its passage.

AN ACT to incorporate the Chestertown Light, Power and
Railway Company.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the name and style of this company shall be
the Chestertown Light, Power and Railway Company.
SEC. 2. And be it enacted, That the object and purpose of

this company shall be to provide improved communication
between Chestertown and Chesapeake bay, and elsewhere in
Kent county, in the State of Maryland, and to provide direct
communication for transfer of passengers and freight, and
for the manufacture, use and sale of electricity, electrical
machinery and supplies on said road and branches, and in the
territory adjacent thereto.
SEC. 3. And be it enacted, That the capital stock of said
