shall be consolidated and share the profits of their offices, all
of said commissioners to hold office for two years, or until his
successor shall have been qualified, and to be removable by the
Governor on cause shown, in his discretion, and another per-
son shall be appointed by the Governor in his place to serve
out the balance of his term; provided, however, that the pro-
visions of this bill shall not apply to boats under ten tons
burthen, custom house measurement, nor to persons engaged
on such vessels who are living in the county of which the
captain is a resident; provided, that the word county in this
section shall not be construed to include Baltimore city or
Baltimore county.

SEC. 69. Every State Shipping Commissioner so appointed
shall give bond to the State of Maryland for the faithful per-
formance of his duty, in the penalty of five thousand dollars,
with one or more securities, which bond shall be approved by
the judge of the Circuit Court of the county where the office
of the commissioner may be located, as hereinafter provided,
and by a judge of the Supreme Bench of Baltimore city for
those commissioners whose offices are required to be located in
that city; and upon being found guilty of neglect of duty, his
bond shall be liable.

SEC. 70. The officers of the said shipping commissioner
shall be located as follows : first district at Chestertown, Kent
county; second district at St. Michaels, Talbot county; third
district at Cambridge, Dorchester county; fourth district at
White Haven, Wicomico county; fifth district at Crisfield.
Somerset county; sixth district at Annapolis, Anne Arundel
county; seventh district at Solomon's Island, Calvert county ;
but whenever, in the discretion of the Governor, it shall be
deemed necessary to change the location of any of the first
seven districts, such change may be made, and the Governor is
hereby authorized to make such publications of such change as
he may deem necessary.

SEC. 71. The general duties of said shipping commissioners
shall be, first, to superintend the engagement and discharge of
all persons engaged or employed on all boats or vessels used
for the catching of oysters in the waters of this State in the
manner hereinafter prescribed; second, to make and certify
under his hand and seal in duplicate, all contracts of engage-
ments as hereinafter provided, on blanks to be furnished by
him gratuitously, which said contracts shall contain the name
