title " Washington County," sub-title " Hagerstown," be and
the same is hereby repealed and re-enacted so as to read as
follows :

Duties of
mayor

158. The mayor, by virtue of his office, shall preside at all
meetings of the council, and in case of a tie, except in the
"passage of ordinances, shall have the deciding vote; he shall
see that the ordinances of the town are faithfully executed,
and shall report to the council at its first meeting after each
annual election, the condition of municipal affairs; he shall
have the power of vetoing any ordinance, as hereinafter pro-
vided in section 174; and for his services shall receive an

annual salary of six hundred dollars, and no other fee or com-
pensation whatever; provided, however, that at an election to
be held on the fourth Monday in March, eighteen hundred and
ninety-four, the increase of the mayor's salary herein provided

voted on.

for shall be submitted to the qualified voters of Hagerstown,
who shall cast their ballots, marked, printed or written, "For
the increase of the mayor's salary," or "Against the increase
of the mayor's salary, " respectively, as said voters shall desire
to vote in favor of or against said increase; and if a majority
of the votes so cast shall be " For the increase of the mayor's
salary," then section one hundred and fifty-eight of this act
shall be in effect; and if a majority of the votes so cast shall
be "Against the increase of the mayor's salary," the said
section as herein changed and amended shall be null and void ;
and the mayor shall give five days' notice that the matter pro-
vided for in this section will be submitted to the voters, by
publication in at least two newspapers of said town for five
days before the day of said election.

New section.

SEC. 2. And, be it enacted, That the following new section
be added to article twenty-two, Code of Public Local Laws of
Maryland, title " Washington County," sub-title " Hagers-
town," to be known as section two hundred and fifteen "A,"
and to follow section two hundred and fifteen of said article
twenty-two, said new section hereby added to read as follows :

supply.

215 A. The mayor and council of Hagerstown are authorized
and empowered to contract with any joint stock water com-
pany engaged in supplying water to the citizens of Hagers-
town, for the erection, maintenance and supply of water
thereto, of such number of fire plugs, in addition to those now
in use, as said mayor and council may deem necessary, paying
for each fire plug such sum annually as shall be agreed upon by
