SEC. 10. And be it enacted, That every commissioner,
before he proceeds to act as - such, shall make oath before
some justice of the peace for Caroline county that he will
diligently and faithfully, according to the best of his skill
and judgment, perform the duties of commissioner without
favor, partiality or prejudice, and a certificate of such quali-
fication shall be returned by the said justice of the peace to
the commissioners, to be filed and recorded among their
proceedings.

SEC. 11. And be it enacted. That the said commissioners

shall meet at such place as they may appoint within said
town on the second Monday of every month ensuing their
election, and as much oftener by adjournment as they shall
deem necessary.

SEC. 12. And be it enacted, That the said commissioners

shall elect a president of their board, and annually appoint
a clerk, a chief bailiff and such number of under bailiffs as
they may, at any time, deem necessary to properly preserve
the peace, a treasurer and one or more assessors of taxes,
whose duties and qualifications shall be as hereinafter pre-
scribed.

SEC. 13. And be it enacted, That the president of said

board of commissioners shall preside at all meetings of the
commissioners, unless prevented by sickness or reasonable
cause, in which event the said commissioners may select a
president pro tempore; he shall sign all by-laws and ordi-
nances of said board of commissioners, and shall counter-
sign all orders and drafts drawn by the clerk, under the
direction of the said commissioners, on the treasurer of said
town.

SEC. 14. And be it enacted, That the clerk shall be appointed

from among the citizens of said town, qualified to vote for
commissioners; he shall, before entering on his duties, make
oath before the said commissioners, or any one of them, that
he will well and faithfully perform the duties of his office as
prescribed by this Act, or which may be prescribed by any

skill and judgment; he shall sign all drafts or orders for
money appropriated or ordered by the commissioners to be
paid by the treasurer, and keep a record of the proceedings
