59. The Council shall elect, not later than the next regu-
lar meeting before any regular election, without the confirma-
tion of the Mayor, three registered voters of the town, who
shall act as a board of canvassers, to serve for two years
from the date of election, and who shall before acting as
such take an oath as herein prescribed for the Mayor, before
said Mayor, and the said board of canvassers shall serve
without pay. And in case of death, resignation or failure
to qualify the Council shall elect others to fill the vacancies
thus occasioned in the same manner as if it becomes neces-
sary for the board of canvassers to perform any of their
