shall be taxed in the costs of the case and paid by Carroll
county, unless the same be adjudged against the party
arrested and paid by him.

upon any criminal charge, or for the violation of any law of

rant issued by the police justice or any other justice of Elec-
tion District Number Seven (except in bastardy cases), it
shall be the duty of the officer making such arrest to take
the person so arrested before the police justice selected under
this Act, and if any arrest is made in Election District
Number Seven without warrant it shall be the duty of the
officer or person making such arrest to take the person
arrested before the aforesaid police justice.
Section 59 F. That every justice of the peace selected
under this Act as police justice shall file with the County

Commissioners of Carroll county, on the first Monday of the
months of April, July, October and November of every year,
on account verified by his oath or affirmation, of all fines,
forfeitures and penalties imposed by him under the laws of
this State, or under any ordinance of the city of West-
minster, which said account shall show the names of the
parties, the fines and penalties imposed, together with the
amount of costs and to whom the said costs were due; and
the said police justice shall at the time of filing said account
pay over to the said County Commissioners the amount of
all fines, penalties, forfeitures, justice's and State's witnesses'
costs so received by him, except the fines and costs for viola-
tion of the ordinances of the city of Westminster, which
shall be paid by him to the parties entitled to receive the
same; any failure to file said account as above required
shall be cause for removal by the resident judge of the
Circuit Court for said county and the selection of another
justice of the peace to act as police justice in his place; and
if said police justice shall fail to pay over to said County
Commissioners all of said fines, penalties, forfeitures and
