it shall be by all lawful means to inform himself of all prop-
erty of whatsoever nature, including stocks, bonds and other
instruments created or acquired in their respective election
districts, which is not included in the list of assessments,
and annually, before the twenty-fifth day of April in each
year, shall value the same and make returns of such valua-
tions verified by affidavit, giving the names of the reputed
owners of said property, together with their postoffice
addresses and the description and the value, as fixed by him,
of such property, to the County Commissioners, who shall
levy and pay to each of said assessors in full for their ser-
vices, an amount not exceeding two dollars per thousand of
newly assessed property in all election districts except Rock-
ville, Bethesda and Wheaton, and not exceeding one dollar
per thousand of newly assessed property in said last named
districts, and it shall be the duty of the clerk to the County
Commissioners to mail to the postoffice addresses of each
person, as shown by said returns, a written notice warning
such person of the intention of the County Commissioners

after ten days from the date of such notice, which date shall
be the mailing of such notice, to assess to such person said
property appearing by said return to belong to such person,
unless cause to the contrary thereof be shown on or before
expiration of ten days from the date of such notice; and in
the event no good cause to the contrary be shown within the
time limited by such notice the County Commissioners shall
proceed to assess such property to the persons appearing by
said returns to be the owners thereof at the valuation placed
thereon by such assessors.
