to make such rules and regulations regarding surveys, plats
or plans relating to the location of avenues, streets or alleys
as they may deem proper from time to time.
SEC. 2. Be it further enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 159.

AN ACT to provide for indexing the assignment of mort-
gages and judgments in personam in equity cases in Gar-
rett county, and to authorize the Clerk of the Circuit
Court to purchase index books and to index all assign-
ments of mortgages and judgments in personam, in equity
cases in said county in separate index books, and to
require the County Commissioners to pay for said index
and indexing.
SECTION 1. Be it enacted by the General Assembly of Mary-

land, That the clerk of the Circuit Court for Garrett County
be and he is hereby authorized and required to purchase
index books, such as are now used in his office, to be kept
for the sole purpose of indexing the assignments of mort-
gages in the name of the assignee and assignor, and the
indexing of judgments in personam in equity cases in the
name of plaintiffs and defendants.
SEC. 2. And be it enacted, That the clerk of the Circuit

Court for Garrett County be and he is hereby required to
index all assignments of all mortgages and bills of sale in
said county in the names of the assignor and assignee, and
to index all judgments in personam decreed in equity cases
in said court in the names of the plaintiffs and defendants in
said index books.
SEC. 3. And be it enacted, That the County Commissioners

ing hereinbefore provided for in the same manner that other
county charges are paid for in said county; provided, that
for each indexing the charge of the clerk shall not exceed
five cents.
SEC. 4. And be it enacted, That this Act shall take effect
