SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the following section, to be known as Section 5 A,
supplementary to and amending Chapter 231 of the Acts of

CHAP. 739

Assembly of Maryland of 1894, (as amended by Chapter 70
of the Acts of Assembly of 1900) entitled "An Act to estab-
lish an additional hospital for the insane of the State of
Maryland, and to appropriate a sum of money therefor," be
and the same is hereby enacted, so as to read as follows,
(Chapter 231 of the Acts of 1894, supplementary) :

Section 5 A. That the said board of managers be and they
are hereby authorized and empowered to construct as part
of and auxiliary to said institution a steam or electric rail-

way track or switch running by the shortest practicable route .
from said grounds and buildings to some point on the Balti-
more and Ohio Railroad in or near Sykesville, in Carroll
county, and to equip same, so far as may be necessary, and
to use and operate it for the needs of the said institution,
and to construct and operate a line or lines of telephone,
telegraph or fire-alarm wires between said hospital and the
said town of Sykesville or some other more convenient point
or points; and also to erect at some desirable and convenient
point to be selected by said board an electric light and
power plant for the use and benefit of said hospital, and to
operate the same, and also to construct at some desirable
and appropriate spot to be selected by said board, a dam or
reservoir of sufficient capacity to supply with water the
present and probable future needs of the hospital, and to do
all things necessary and proper to carry out the purposes of
this Act, with full power on the part of said board of man-
agers to acquire by purchase, condemnation or otherwise,
such lands, water rights, rights of way, or other property as
may be necessary or desirable to the carrying out of any of
the above purposes, and to pay for the said improvements as
they may be made from time to time out of such funds as
may heretofore have been appropriated by the State of Mary-
land for the purpose of the completion of the Springfield
State Hospital, or as may hereafter be appropriated.

SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.
