ing from office, change of residence, failure to qualify or
otherwise, the remaining Councilmen shall fill the vacancy
until the next annual election of town officers, at which elec-
tion, if the term of the person originally elected shall not
have expired the qualified voters shall elect a person to fill
such unexpired term, bat in case of a vacancy in the office
of Councilman, if the two remaining Councilmen can not
agree in the appointment of a person to fill the vacancy, or
if they shall fail or neglect to make such appointment for
two months after the occurrence of such vacancy, it shall be

the duty of the Mayor to appoint some person having the
qualification required for Councilman of Pocomoke City to
fill said vacancy until the next annual town election, when
such vacancy shall be filled by the election of some person
by the qualified voters, if the original term has not expired ;
and in case of a vacancy in the office of Mayor, the Council-
men shall elect some person having the qualification for
Mayor of Pocomoke City as hereinbefore set forth, to be
Mayor of Pocomoke City for the full unexpired term.

Section 208. The Mayor shall see that the ordinances are
duly and faithfully executed and observed, and in the month

Council the general state of the town, with an accurate
account of the money received and expended, and such
account shall be published in one or more of the newspapers
issued in said town not later than the fifteenth day of
October in each year, and in such report to the Council it
shall be his duty to make such suggestions as are proper for
the wise, prudent and economical government and manage-
ment of the town; and all ordinances and by-laws passed
by the Council shall be sent to the Mayor, within ten days
of their passage, for his approval, and he shall return the
same to the next regular meeting of the Council with his
approval or disapproval written thereon and signed by him ;
and any ordinance or by-law returned by the Mayor without
his approval shall not become an ordinance or by-law of the
town unless the Council at the same meeting to which the
said proposed ordinance or by-law was returned to them
without the approval of the Mayor, shall by a unanimous
vote of the whole Council adopt and pass the same; and
the Mayor shall be entitled to be present at any or all meet-
ings of the Council, and when present he shall preside over
