CHAP 631.

county, to be designated by the Mayor and Common Council,
at such rates as they may consider proper.

May cause
sidewalls
to be
constructed,
etc.

SEC. 22. And be it enacted, That the Mayor and Common
Council shall cause to be constructed, as they may determine
necessary for the public benefit, sidewalks in any of the streets
of said town, not less than four feet in width, of brick, concrete,
cement or other suitable material, and may assess upon the
land abutting said sidewalks one-half the cost thereof, which
assessments shall be a lien upon such abutting property, to be
recovered from the owners of such abutting property by the
Mayor and Common Council as other debts of like amount are
recoverable in this State by law. The Mayor and Common
Council shall have power to make all necessary regulations as
to notices of such assessments to property owners.

Manufactur-
ing plants
may be
exempt from
taxes.

SEC. 23. The Mayor and Common Council shall have power
to exempt manufacturing plants from taxation, and the prop-
erty so exempted shall be likewise exempted from county
taxation ; provided further, that no manufacturing shall be
maintained within the corporate limits of the town of Hyatts-
ville which at any time prove a nuisance or menace to health.

SEC. 24. It shall be the duty of the Mayor and Common
Council to prepare and mail to each citizen of Hyattsville, in
pamphlet form, at least ten days before each regular election,
a detailed statement of the financial condition of the town,
including receipts and expenses of all kinds whatsoever for the
preceding year.

Chief bailiff
shall attend
meetings,
etc.

SEC. 25. And be it enacted, That the chief bailiff shall
attend the meetings of the Mayor and Common Council, and
he and all other bailiffs shall pef form such duties as they shall
direct, shall preserve the peace and good order of the town,
and for this purpose are vested with the same power and
authority as any constable now has under the laws of the State.

Expenditure
of money.

SEC. 26. And be it enacted, That the Mayor and Common
Council shall not expend or contract to expend in any one year
more money than the amount receivable from taxes and other
resources for that year.

Hold and
exercise their
office.

SEC. 27. And be it enacted, That the commissioners for the
county, justices of the peace, sheriff, constables and all the
county and State officers shall have, hold and exercise their
office and jurisdiction in said town, and the said commissioners
of Prince George's county shall appropriate annually the full
amount of road tax levied or imposed upon the assessable
property within the corporate limits of the town, and shall
order the county collector, who shall collect all taxes within
said corporate limits, to pay said road taxes to the Mayor and
Common Council of said town, for the improvement exclu-
