for the reception of subscriptions to its capital stock at such
time and under such conditions as the board of directors may
decide.

CHAP. 33.

SEC. 4. And be it enacted, That the corporation hereby
formed shall have power and it is hereby authorized to hold
a saengerfest, or festival of song and music, and an expo-
sition, or display of arts, industries, manufactures, and the
products of mine and sea, in the city of Baltimore, for a
period not exceeding one month during the year 1903; to fix
admission fees and dispose of privileges of every kind and
character in connection therewith ; to establish and maintain
hotels and restaurants, and to erect and conduct booths and
stands for sale of goods, liquors and refreshments of all kinds;
to provide for attractions, amusements, entertainments and
diversions which the board of directors may deem proper; to
have the right to erect temporary statues, arches, fountains
and gateways, booths and stands in any public streets, avenue,
squares, place or park, or municipal buildings in the city of
Baltimore, during said period and to provide for the temporary
illumination and decorating of such streets, avenues, squares
and parks and municipal buildings in said city ; to allot space
for exhibits and prepare a classification thereof, determine the
plan and scope of the festival, exhibition, or trades display ; to
appoint judges and examiners, and award prizes and premiums,
if any.

SEC. 5. Be it enacted, That for the purpose of preserving
order during said festival period, the Board of Police Commis-
sioners of Baltimore city, upon application of the association,
may appoint such number of policemen as they may deem tit,
and shall issue to each of said persons a commission for such
period as they may deem proper, to be recorded in the office
of the secretary of said board, and revocable at the pleasure
of the board.

SEC. 6. And be it enacted. That every such policeman
before entering upon the duties of bis office shall take and
subscribe before the secretary of the, Board, of Police Com-
missioners the oath affirmation, prescribed by the, sixth section
of the first article of the constitution, to be recorded in said
office.

SEC, 7. And be it enacted, That every policeman who has

been thus qualified shall be a conservator of the peaoe, pos-
sessing all the common law and statutory police powers and
authority of constable, policeman and. other police officers.
