may pass such by-laws and ordinances as they shall deem neces-
sary and for the good government of said town and the
inhabitants thereof; also for the prevention, removal or abate-
ment of nuisances ; to prevent swine and geese and animals or
stock from going at large ; for controlling the erection and
location of buildings, fences, stock enclosures, and for pro-
hibiting and controlling the use of powder, firearms, fire-
crackers and other explosives ; for the protection of public
property, sidewalks, shade or ornamental trees from, injury
and obstruction ; for the paving of sidewalks and assessing and
taxing the expenses thereof in whole or in part upon the
respective owners of property fronting thereon ; for a license
or tax on public exhibitions or amusements of all kinds
billiard, pool or bagatelle tables, and ten-pin alleys, and
for the collection of the same ; for a tax on persons for
each dog kept by them, and to cause any dog to be killed ; for
the promotion of the morality, health, convenience and safety
of the inhabitants of said town and for the opening, widen-
ing, extending, repairing, improving and closing up of streets,
lanes and alleys of said town ; and all damages done and all
benefits received by the opening, closing, extending, widening
or improving of said streets, lanes or alleys shall be deter-
mined and assessed by three disinterested persons, residents of
said town, to be appointed by said commissioners, who shall,
within a reasonable time after notification of their appoint-
ment, take an oath before a justice of the peace for Caroline
county, that they will faithfully, fairly and impartially, with-
out prejudice, value and assess in money the loss or damage to
be suffered and incurred, as well as benefits to be received, by
any person interested in property, over, through and near the
said street, lane or alley to be closed, opened or extended,
widened or improved, and they shall return the same in writ-
ing under their hands and seals, with a certificate of their
qualification, before a justice of the peace, as hereinbefore pro-
vided, to the said commissioners, which said valuation and
assessment shall be ratified or rejected by the said commis-
