thereof out of the general corporate funds ; or they may
grade and pave any street or any portion thereof, which in
their judgment the public convenience may require to be
graded and paved, and apportion the expense of such
improvement among the owners of the lots fronting on said
street or improved portion thereof, so that one-third of such
expense shall be borne by the owner or owners of each abut-
ting lot on each side of said street, and the remaining third of
such expense shall be paid out of the said general corporate
funds; and all assessments made by the Mayor and Council-
men for any of the purposes mentioned in this section are
hereby made a lien upon the abutting real estate, equal in
rank to corporate taxes, and may be collected as taxes are
authorized to be collected under section 150 of this article; or
the owner or owners of such abutting real estate may be pro-
ceeded against as provided in section 154 of said article.

duly elected or appointed according to law, shall have the
same powers and receive the same fees as constables in
Allegany county for making arrests or serving process for
violation of the ordinances of said town or in the discharge
of their duties as such. The bailiff shall collect and turn over
to the treasurer all tines imposed for violations of ordinances,
and shall properly care for and safely keep all prisoners
confined in the town lock-up, and shall be entitled to charge
and receive the sum of fifteen cents for each meal served to
such prisoners, and the sum of one dollar and fifty cents for
the transportation of prisoners committed to the county jail.
Section 161. The Mayor and Councilmen shall have power
to regulate and impose a license upon all circuses, theatrical

and other exhibitions for gain exhibiting in said town ; to
require license from the owner or keeper or any horse, cart,
wagon, carriage and every description of wheel vehicle kept
for hire in said town ; to license auctions and stores ; to regu-
late and provide for issuing license to all hawkers, peddlers
and vendors of goods, wares and merchandise within the
corporate limits of said town. They shall impose a license of
seventy-five dollars per annum upon all saloons, hotels, taverns,
restaurants and all other places therein where malt, spirituous,
fermented or vinous liquors are sold, and they are hereby
given full power and authority to pass such ordinances as may
be deemed necessary for the regulation and control of the
traffic in said liquors within said town.
SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.
