tary officers through the proper channels, and shall keep a
proper record of the same; he shall enter on record a descrip-
tion of the divisions, brigades, regiments, battalions, squadrons,
batteries, companies and separate organizations which are or
may hereafter be formed, and every alteration thereof, show-
ing the name, rank, number and date of commission or enlist-
ment, office and residence of each officer and member, and
shall revise such roster annually or as often as may be neces-
sary; he shall make out and issue all commissions and dis-
charges directed by the commander-in-chief; he shall prepare
and provide the necessary rosters, books of - record, forms,
blanks for commissions, returns and other papers required
under this Article, and distribute them to commanding officers
entitled to receive the same, on proper requisition therefor; he
shall be charged with all correspondence between the com-
mander-in-chief, and officials of the several States and Terri-
tories, the Secretary of War, the Adjutant General of the
Army of the United States, the Secretary of the Navy and
other persons in official stations on the subject of military and
naval affairs, and keep a record of such correspondence; he
shall annually make a return, in duplicate, of all the organized
Militia of this State, on or before the first Monday of Jan-
uary, one copy to be transmitted to the Adjutant General of
the United States Army and one copy to be filed in his own
office; he shall receive and file all returns made to him accord-
ing to law, and annually make a detailed report to the com-
mander-in-chief; and he shall keep his office and discharge the
duties thereof at the Capital of the State; and he is hereby
empowered and authorized to employ a clerk, at a salary of
$1,200 per annum, and the said sum is hereby appropriated
for that purpose annually, and the Comptroller is directed to
draw his warrant on the Treasurer who is hereby directed
to pay the same in equal monthly instalments.

SEC. 7. The other officers of the general staff of the Militia
shall, when directed by the commander in-chief and under
rules and regulations that may be prescribed by him, perform
the duties that properly belong to their several offices, but
they shall receive no compensation therefor, except when on
actual service by command of the commander-in-chief and
mustered in with the troops.
