205 K. The Mayor and Council shall cause to be kept a eare-
ful register of the bonds so issued, and the transfer thereof,
and as the same are called in and paid off they shall be can-
celled and a record of the cancellations by numbers, amounts,
and names of the last holders of said bends shall be made and
entered upon the books in which said bonds are registered ;
provided, however, that an election to be held on the fourth
Monday in March, eighteen hundred and ninety-six, the cre-
ation of the debt herein provided for, shall be submitted to the
qualified voters of Hagerstown, who shall cast their ballots,
marked, printed or written " For Series 2 of Drainage

Bonds" or "Against Series 2 of Drainage Bonds," respectively,
as such voters shall desire to vote in favor of or against said
loan; and if a majority of the votes so cast shall be " For
Series 2 of Drainage Bonds," then sections 205" G, 205 H, 205 1,
205 J, and 205 K, of this act shall be in effect; and if a majority
of the votes so cast shall be " Against Series 2 of Drainage
Bonds," the said sections as herein designated shall be null and
void; and the Mayor shall give five days' notice that the mat-
ter provided for in this act will be submitted to the voters of
Hagerstown, by publication in at least two newspapers of said
town for tive days before the day of said election.

SEC. 2. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 80.
AN ACT to refund to John T. Harkins, trustee, a sum of
money erroneously paid into the Treasury of the State of
Maryland by James Benjamin Harkins, late collector of
taxes for the third election district of Harford county for
1891.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Treasurer of the State of Maryland, upon the
warrant of the Comptroller, is hereby directed to pay to John
T. Harkins, trustee, of Harford county, the sum of eleven
dollars and ninety-six cents, the amount of State taxes erron-
eously paid by the said James Benjamin Harkins, collector of
taxes in the third election district of Harford county for the
year 1891.
