in their judgment shall require. For his services the officer of
registration shall receive such compensation per day as the
council may from time to time determine.

8. Within three days after the close of the registration
books, as provided in the preceding section, the officer of reg-
istration shall deliver the said books to the clerk to the council,
having first entered the initials of his name just below the
last name registered by him in each of the three registration
books, under each alphabetical list of names therein, and the
clerk shall safely keep the same and permit no person to have
access thereto, save in his presence, until the morning of elec-
tion, when the clerk shall deliver the same to the judges of
election in their respective wards, to be used as the lists to be
voted from and checked as the ballots are deposited. When
the registration books now in use shall become worn out, dilap-
idated or unfit for further use, the Mayor and Council shall
provide other books similar to those now in use, and the names
of voters shall be transcribed therein, or new lists made by an
entire new registration, as may be most expedient, as deter-
mined by an order of the council.

13. The Mayor shall preside at all meetings of the council,
and in case of a tie vote on any question, he shall decide the
same. At the first regular meeting of the council after the

passage of this act, the members thereof shall elect one of
their number Mayor pro tem (to serve at the pleasure of the
council until his successor is elected), who, in the absence of
the Mayor shall he clothed with all the powers and authority
of said Mayor. The Mayor, or in his absence the Mayor pro
tern, or any four members of the council, may call such meet-
ings of the council, from time to time, as they may deem
necessary, due notice of which shall be given, and when the
call is made by four members, it shall be in writing and signed
by them. A majority of the council shall constitute a quorum
for the transaction of business, but no ordinance shall be adopt-
ed without the affirmative vote of four members, and the
council shall pass rules and by-laws for their government while
in session.

19. The council shall have power to pass all ordinances
necessary, (1) for the good government of the town; (2) to
prevent, remove and abate, or cause to be removed and abated,
all nuisances or obstructions in or upon the sidewalks, streets,
highways, lanes or alleys, drains or water courses, or in, upon
any lot or adjacent streets, and to provide for imposing a tine
