LLOYD LOWNDES, ESQUIRE, GOVERNOR.

Acts of eighteen hundred and ninety-four, entitled "An Act
to authorize the School Commissioners of Anne Arundel
County to borrow money on the credit of Anne Arundel
County, to purchase a lot or lots, and to erect and furnish,
with the assistance of the city of Annapolis, a public school
building in the city of Annapolis.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Richard H. Phelps, F. Eugene Wathen, Frank H. :
Stockett, Jr., Samuel Jones, Frank B. Mayer and William T.
Clason, of Anne Arundel county, Maryland, be and they are
hereby constituted a building committee for the purpose of
erecting on the lot owned by the school commissioners of said
county, in the city of Annapolis, and furnishing a public free
school building; four of said committee shall form a quorum,
and the concurrence of four of them shall be necessary for the
decision of all .questions which may arise in the discharge of
their duties; and all vacancies occurring in said building com-
mittee, whether from death, refusal to act, resignation or other-
wise, shall be filled alternately by the school commissioners of
Anne Arundel county, and by the Mayor, counsellor and alder-
man of the city of Annapolis.

SEC. 2. And be it enacted, That the said building com-
mittee shall, as speedily as possible, procure and adopt a plan
and specification for the erection of said public school build-
ing; and as soon as said plan and specifications are determined
upon by them, they shall invite sealed proposals, by advertise-
ment for a reasonable time, for the construction and comple-
tion of said work, which proposals shall be sent in sealed
envelepes in care of the school examiner of Anne Arundel
county, addressed to said committee, and shall be publicly
opened on the day and at the hour named in said advertise-
ment; said proposals shall set forth the amount of money for
which the parties proposing will complete the building accord-
ing to the specifications, and the time or times at which pay-
ment therefor shall be made, and the time when said build-
ing will be completed, and the said building committee shall
award the contract to the lowest responsible bidder giving bond
to the State of Maryland, in such penalty as said committee
shall determine, conditioned for the faithful performance of
the contract entered into; which bond shall be liable at the
suits of the County Commissioners, or the school commission-
ers of Anne Arundel county, or the Mayor, counsellor and
alderman of the city of Annapolis, for any violation of its
