at such meeting, whether such vacancy be occasioned by absence
or otherwise; and the said person or persons so appointed to
fill such vacancy or vacancies shall be entitled to all the rights
and privileges of those proclaimed by the Governor as duly
elected electors of President and Yice-President of the United
States.

141. The electors for this State shall meet in the State House,
in the city of Annapolis, and give their votes for President and
Vice-President of the United States at the hour of noon upon
the first Wednesday in December in the year in which they are
appointed.

REPRESENTATIVES IN CONGRESS.

142, Elections of representatives of this State in the Con-
gress of the United States, shall be held on the Tuesday next
after first Monday in the month of November every two years,
commencing in the year eighteen, hundred and ninety-six, and
taking place every second year thereafter.

143. If a vacancy should occur by death, resignation or
otherwise, at such a period as to make it necessary that a rep-
resentative or representatives in Congress from this State
should be chosen before the regular time for such election, the
Governor shall by proclamation direct that a special election
be held to fill such vacancy, which proclamation shall require
at least twenty days' notice of such election, to be given by
the supervisors of election to the sheriffs of the respective
counties or city of Baltimore, comprising the congressional dis-
trict in which such vacancy may exist.

144. This State shall be divided into six districts for the
choosing of six representatives in the Congress of the United
States, which will be numbered, respectively, from one to six,
