taxes by
bailiff.

SEC. 24. And be it enacted, That immediately upon the re
ceipt by him of the book specified in the preceding section, the
bailiff shall proceed to collect all taxes levied by the said com-
missioners and pay over the same when required so to do by the
said commissioners to the treasurer of said corporation; and if
any person shall neglect or refuse to pay said taxes on demand,
then the bailiff shall furnish to such person an account showing
the aggregate of his tax. or if he be absent, deliver the same at
the place of his last residence; and unless the same be paid to
the bailiff within thirty days after such account shall be deliv-
ered, the bailiff may seize and sell the property assessed; or if
the same be goods and chattels, and cannot be found as conven-
iently, may seize and sell any other of the goods and chattels,
land or tenements of the person or persons so refusing or
neglecting to pay after giving at least twenty days' notice of
the time and place of sale by written or printed handbills bet
up in two public places in said town, or printed in some news-
paper published there.

SEC. 25. And be it enacted, That the said commissioners
may pass such by-laws and ordinances, as they shall deem
necessary for the good government of said town, and the
inhabitants thereof; and also for the prevention, removal or
abatement of nuisances; to prevent swine, geese, fowls and
animals or stock from going at large; apprehend and fine all
tramps and vagabonds; for controlling the erection and loca-
tion of buildings, fences, stock enclosures; and for prohibiting
and controlling the use of powder, fire-arms, tire crackers and
other explosives; for the protection of public property, side-
walks, shade or ornamental trees from injury and obstructions ;
providing for the paving of side-walks, and assessing and tax-
ing the expense thereof, in whole or in part, upon the respec-
tive owners of the property fronting thereon; for a license or
tax on public exhibitions or amusements of all kinds, billiards,
pool or bagatelle tables and ten-pin alleys, and for the col-
lection of the same; for a tax on persons for each dog kept
by them, and to cause any dog to be killed; for the promotion
of morality, health, convenience and safety of the inhabitants
of said town; and for the opening, extending, repairing, im-
provement and the closing up of streets, lanes and alleys of
said town; and all damages done and all benefits received by
the opening, closing, extending or improving said streets, lanes
or alleys, shall be determined and assessed by three disinter-
ested persons, residents of said town, to be appointed by said
commissioners, who shall, within a reasonable time after noti-
