such approval, and the said clerk to the said commissioners
shall issue the license to the applicant, and to no other person,
which license shall expire with the thirtieth day of April, next
succeeding the granting thereof; but if such application shall
not be approved by a majority of the members of said Board
of County Commissioners, then the commissioners not approv-
ing said application shall endorse on the same the words, "not
approved," and shall sign the same, and also the date of such
endorsement.

Cleric to keep
docket.
|
63. The said clerk to the said commissioners shall procure
and keep a suitable docket, and shall enter therein all applica-
tions for license, with the day of the filing thereof, and of all
papers and orders relating thereto, and such docket, together
with the papers, shall be open at all times to the free inspec-
tion of any person desiring to examine the same.

liquor shall
not be sold
|
64. It shall be unlawful for any person to sell, give away or
in any manner dispense any such liquors to a minor, insane
person, habitual drunkard, or any person in anywise intoxicated ;
and no person to whom license is issued or his employees or
agent shall permit any drunkard, disorderly person or minor to
enter, assemble or loiter in or upon the premises where such
liquors are sold; and if any such person shall enter upon said
premises, it shall be the duty of the party in charge of the
place where such liquors are sold, immediately to order him to
leave said premises; and if such person shall refuse or shall
not leave the premises immediately, it shall be the duty of the
party so in charge to eject him; and if such person is per-
mitted to remain in such premises, this shall be evidence of
the sale of such liquor to such person.

Screens,
blinds, etc..

65. No room in which it may be lawful to sell such intoxi-
eating liquors under license as aforesaid, shall have any screens,
blinds or painted windows or partitions, or any other obstruc-
tion to the view through the door or windows thereof, and
the said room shall be so arranged, either with windows or
glass in the doors, that the whole of the interior of the said
room shall be in full view of persons on the street or highway
through the said windows or doors, and no license shall issue
for any place that does not abut and front on and have its only
entrance directly from a public street or highway; and no
license shall be issued for any place or room not substantially
on the level of the public street or highway, and the interior
of the said room shall be at all times, both day and night,
exposed to the full view of passers by, and the said room shall
