CHAPTER 101.

AN ACT to refund to George S. Biddle, late collector of
State taxes for Kent county, a certain sum of money errone-
ously paid by him into the State Treasury.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Comptroller of the Treasury be and he iSj
hereby authorized and directed to issue his warrant upon the
Treasurer in favor of George S. Biddle, late collector of State
taxes for the fourth district of Kent county, for the sum of
sixteen dollars and nineteen cents, being the amount overpaid
by the said George S. Biddle into the Treasury as collector
aforesaid, for the years eighteen hundred and eighty-four and
eighteen hundred and eighty-five, as certified by the Comp-
troller and Treasurer, the refunding thereof having received
the recommendation of said officers.

SEC. 2. And be it enacted, That this act shall take effect;
from the date of its passage.

CHAPTER 102.

AN ACT to provide for the formation of Farmers' Institutes
in the State of Maryland, and to appropriate a sum of money
therefor.

Effective.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a department of Farmers' Institutes shall be estab-
lished for the State of Maryland; that the purpose of these
institutes shall be to bring before the farmers of the State such
information as will effectually remedy many of the existing
evils now prevalent in every department of agriculture as now
pursued in Maryland; and that at said institutes men compe-
tent to instruct shall be present, and such topics shall be dis-
cussed as pertains to the principal agricultural interests of the
several sections.

SEC. 2. And be it enacted, That one such institute shall be
held in each year in each county of the State, and an addi-
tional one in each county, if deemed necessary and desir-
able.
