aforesaid, to return it to the armory, shall be considered a mis-
demeanor; and the person so offending shall be punished by a
fine not exceeding double the value of the property thus
illegally detained, to be recovered on the complaint of the
Adjutant General or of the proper commanding officer as
aforesaid in the same manner as is prescribed for the collection
of fines in section 27 of this article, or by imprisonment in
the county or city jail for not less than two weeks nor more
than two months.

SEC. 30. Upon the disbandment of any company or organi-
zation which has received arms, equipments or any other prop-
erty of the State for military or naval purposes, the com-
manding officer of such company or organization shall be
responsible for the return of the same to the custody of some
duly authorized officer of the State; and it shall be the duty of
the Adjutant General to take the necessary legal proceedings
in the name of the State, or to direct that proper legal proceed-
ings be taken, as provided in section 29 of this Article, unless
the said property is properly accounted for by said commanding
officer as provided in section 42 of this Article.

3. SERVICE AND PAY.

SEC. 31. There shall be an encampment of the brigade in
the year 1896, and in every alternate year thereafter; and
there shall be an encampment of the three regiments of the
brigade separately, and such of the separate organizations as
the cornmander-in-chief may designate, except the first naval
battalion, iii the year 1897, and in every alternate year there-
after, such encampments to be held within the limits of the
State, at such time and place and for such length of time as
the commander-in-chief may determine.

There shall be an encampment or cruise of the first naval
battalion in the year 1896, and in every year thereafter, at
such time and place and for such length of time as the com-
mander-in-chief may determine, and such encampment of
cruise of said naval battalion may be held without the limits
of the State, if the commander-in-chief so determines; pro-
vided, however, that no encampment or cruise shall be had in
any given year if the commander-in-chief, for good and suffi-
cient reasons, shall so order.

SEC. 32. Whenever any of said otganizations shall be
ordered into camp or on a cruise as aforesaid, or whenever
ordered out by the commander-in-chief, each enlisted man shall
