Rules for
government
of first naval
battalion.
|
SEC. 22. The commander-in-chief is hereby authorized to
make such rules and regulations from time to time as he may
deem expedient for the government and instruction of the first
naval battalion, but such regulations shall conform to this Act,
and as nearly aa practicable to those governing the United
States Navy, and when promulgated, they shall have the same
force and effect as the provisions of this Act. The first naval
battalion shall be subject to the Articles and regulations for
the government of the United States Navy, to the same extent
as, and under the same circumstances as, the land forces of the
National Guard are subject to the Articles of war and regula-
tions for the government of the United States Army.

Appointment
of military
board.
|
SEC. 23. The commander-in-chief may, from time to time,
and at any time, appoint a military board of not less than
three nor more than five officers whose duty it shall be to
examine into the capacity, qualification, propriety of conduct
and efficiency of any commissioned officer who may be reported
to him as incompetent or unfit to discharge the duties of his
office; and upon the report of such board, if ,ad verse to such
officer and approved, by the commander-in-chief, the commis-
sion of such officer may be revoked; provided always, that if
practicable, two members at least of such board shall have
military rank at least equal to that of the officer examined.
The commander-in-chief may, also, when in his opinion it is
necessary, call boards of officers for settling military and naval
questions, and for other purposes of administration and disci-
pline.

By-laws.
|
SEC. 24. Every regiment and separate organization of the
Maryland National Guard may, by a vote of a majority of its
officers, adopt by laws which, when approved by the command-
ing officer of such regiment or separate organization, by the
brigade commander, or the commander of the first naval bat-
talion, as the case may be, and by the Adjutant General, shall
be binding upon all the members of such regiment or separate
organization; provided, that nothing therein shall be inconsis-
tent with the Constitution or laws of this State or of the
United States, or the rules and regulations prescribed by the
commander-in -chief .

Offences.
|
SEC. 25. The force composed and organized as prescribed in
this Article, shall be considered in the actual military service
of this State and liable to be called into active service at any
time for the repression of disorder and for the protection of
property in aid of the civil authorities and the police of this
