16 TWENTY-SIXTH ANNUAL REPORT

Lois Clark attended the joint luncheon of the Society of American
Archivists and the American Historical Association held in New York
December 28, 1960. She was the only member of the staff who found
it possible to do so. Guy Weatherly attended the State convention of
the Daughters of the American Revolution held in Baltimore, March
14, 1961. Mr. Weatherly on that occasion accepted for the Hall of
Records Commission three handsomely bound volumes of church
record indexes.

Rex Beach attended the annual meeting of the Society of American
Archivists. There he and Everett Alldredge of the National Archives
conducted a workshop session on the topic "Organization and Scope of
Records Management Programs—Existing Programs and Methods used
in Measuring the Results of a Program." Mr. Beach was reappointed a
member of the Records Management Committee of the Society of
American Archivists.

TEACHING AND LEARNING

There is a fine line which we draw solely for purposes of this
report between "visitors" and "students." In general, visitors are here
to use our records in projects of their own. There are others regularly
enrolled in professional training classes who come to learn about the
records and what procedures are followed in making them available for
others. This last category we call students, and for them we attempt to
metamorphose ourselves into teachers.

During the year there were four such groups. Seventeen class mem-
bers of the Tenth Annual Institute of Genealogical Research. American
University, spent the day of July 20, 1960.

On March I7, 1961, the following participants in the Third In-
ternational Cooperation Workshop Program in Administrative Manage-
ment came to the Hall of Records: Haider A. Al-Daif, Secretary of
the Office of the Minister of Agriculture, Iraq; Haluk Arisaa, Per-
sonnel Officer, State Hydraulics Works, Turkey; Nicanor Castillo, Co-
Administrator, Education Service, Panama; Maria R. Cerda, Administra-
tive Secretary, National Commission for Energy, Nicaragua; Bui Van
Chuyet, Head Clerk, Public Function, Vietnam; Joao R. Pereira da
Costa, Engineer, Brazil; Mir Mohammad Issmail, Chief Clerk, Office of
